We now no longer require the Police in Jersey to be British Citizens to serve on the force. There may be more than one reason for this. I imagine one reason is that it facilitates recruitment, which may not always have been easy when limited to British Citizens who had also to be ordinarily resident in the island for 5 years. Secondly, I imagine it has practical benefits having a police force that represents the changing demographics of the population. I mean, it is reasonable, I suppose, that countries specify certain conditions either for voting or standing for office, but you are right in that it is certainly not in keeping with the spirit of article 14, which deals with discrimination. It also calls into play protocol 1, art. 3 (about the right to regular , FREE and FAIR elections. These are of course subject to interpretation and the test of proportionality) and article 10, the right to freedom of expression, including the freedom to hold opinions, and to receive and impart information and ideas.
